The goal of mainstreaming is providing the most appropriate and beneficial education to a child in the least restrictive background signal and so the question of where the children with handicaps value the most is the question that is the secureest to answer. In the 1960s there was no question. No adept even thought about taking a child with a handicap out of special education and placing them within a fixity classroom. Although I disagree that Sean is getting the most by being in a regular classroom, his mother feels differently and I respect her choices.
